Seaman Apprentice MORGAN’s personal application to the courses of instruction was of the highest order. His thorough understanding of the basic principles of submarine systems and the theory of operation of the equipment installed in nuclear submarines enabled him to graduate as the Honorman of Class 91130, standing first in class of 126, His initiative and ability to gain detailed knowledge of material presented demonstrated his outstanding potential for duty in an operational submarine and for future training in submarines. “For outstanding performance of duty while serving in USS TOPEKA (SSN 754) as a member of the Sonar Division from August 1992 to January 1993 while deployed to the Western Pacific and Indian Oceans. Petty Officer Morgan consistently performed his demanding duties in an exemplary and highly professional manner. As a Sonar Operator, his rapid qualification as Basic Sonar and Fathometer Operator and an immediate contribution to the ship’s first overseas deployment. His ability to operate the complex AN/BSY-1 Acoustic System was impressive and was instrumental in the success of two unique submarine operations of nation interest and operations conducted in the Arabian Gulf. In addition, his enthusiasm as Food Service Attendant was directly responsible for sustain high moral for the crew of one hundred and forty. Petty Officer Morgan’s outstanding professional performance and total dedication to duty reflected great credit upon himself and were in keeping with the highest tardiness of the United States Naval Service.”

“For outstanding performance of duty while serving as a member of the Sonar Division in USS TOPEKA (SSN 754) during a period in 1993. Petty Officer Morgan consistently performed his demanding duties in an exemplary and highly profession manner. Demonstrating superior expertise as Sonar Operator, his employment of the Navy’s most advanced sonar system was essential to the success of a special operation of great importance to national security. By rapidly analyzing acoustic data and providing sound recommendations to the ship’s mission. In addition, his alert watch standing as Fathometer Operator ensured the safe navigation of the ship under very demanding conditions. Petty Officer Morgan’s outstanding professional performance and total dedication to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.

- A HARD-CHARGER IN SUBMARINE QUALIFICATION. HAS BEEN CITED AS A "HOT RUNNER" ON SEVERAL OCCASIONS. ADDITIONALLY, HE IS AGGRESSIVELY COMPLETING QUALIFICATION OF BASIC SONAR OPERATOR AND FATHOMETER WATCH.
- AS FOOD SERVICE ATTENDANT HIS CHEERFUL SERVICE HELPED IMPROVE MORALE AND QUALITY OF LIFE OF THE CREW.
- FLAWLESSLY INSTALLED NUMEROUS CHANGES IN THE SHIP'S SYSTEM MANUALS.
PETTY OFFICER MORGAN IS A MATURE SAILOR WHO IS DEVELOPING INTO AN OUTSTANDING TECHNICIAN AND SONAR OPERATOR. HE IS RECOMMENDED FOR ADVANCEMENT TO SECOND CLASS PETTY OFFICER.

PETTY OFFICER MORGAN IS AN EXEMPLARY SONAR TECHNICIAN WHOSE DEDICATED PERFORMANCE SIGNIFICANTLY CONTRIBUTED TO THE MANY SUCCESSES OF THE SHIP'S FIRST OVERSEAS DEPLOYMENT. SPECIFIC ACHIEVEMENTS INCLUDE:
- RAPIDLY QUALIFIED IN SUBMARINES, COMPLETING A RIGOROUS TRAINING PROGRAM AND DEMONSTRATING A THOROUGH KNOWLEDGE OF SUBMARINE SYSTEMS.
- A DEDICATED WATCHSTANDER WHO EMPLOYS THE COMPLEX AN/BSY-1 SONAR SYSTEM TO ITS MAXIMUM CAPABILITY. DEMONSTRATING THE ANALYTICAL ABILITY NORMALLY SEEN IN MORE SENIOR SONAR OPERATORS, HIS EFFORT UNDER STRESSFUL TACTICAL SITUATIONS WAS ESSENTIAL IN THE SUCCESS OF A UNIQUE SPECIAL OPERATION VITAL TO NATIONAL DEFENSE. THE MISSION WAS CITED AS THE BEST OF THE YEAR BY THE SUBMARINE GROUP COMMANDER.
- ONE OF MY BEST FATHOMETER OPERATORS, HE DILIGENTLY STOOD WATCH DURING TWO FIRST-EVER SPECIAL OPERATIONS CONDUCTED IN SHALLOW WATER. HIS ATTENTIVE WATCHSTANDING DIRECTLY CONTRIBUTED TO THE NAVIGATIONAL SAFETY OF THE SHIP AND THE LAUDED SUCCESS OF BOTH MISSIONS.
- A METICULOUS TECHNICIAN WITH EXCELLENT MAINTENANCE SKILLS. PETTY OFFICER MORGAN READILY GRASPS TECHNICAL CONCEPTS WHICH IS REFLECTED IN THE PERFORMANCE OF HIS PREVENTIVE AND CORRECTIVE MAINTENANCE.
- DISPLAYING THE HIGHEST STANDARDS FOR PROCEDURAL COMPLIANCE, HE ENTHUSIASTICALLY CONDUCTS ON-THE-JOB TRAINING WITH JUNIOR PERSONNEL, AS A RESULT, THE KNOWLEDGE LEVEL AND PRODUCTIVITY OF SONAR DIVISION HAS IMPROVED.
- A DEPENDABLE PETTY OFFICER WHO ACHIEVES PRECISION IN HIS WORK. HE COMPLETES ALL TASKS WITH MINIMAL SUPERVISION AND CONTINUES TO VOLUNTEER FOR TASKS REQUIRING INCREASED RESPONSIBILITY.
PETTY OFFICER MORGAN IS AN OUTSTANDING SONAR TECHNICIAN WHOSE MANY STELLAR ACHIEVEMENTS HAVE IMPROVED THE READINESS OF THE COMBAT SYSTEMS DEPARTMENT. HE IS HIGHLY RECOMMENDED FOR ADVANCEMENT TO PETTY OFFICER SECOND CLASS.

HIS EFFORTS CONTRIBUTED TO THE TOPEKA BEING AWARDED THE COMSUBRON 11 BATTLE EFFICIENCY "E", DAMAGE CONTROL "DC" AND THE TACTICAL OPERATIONS "T" FOR 1993.
SPECIFIC ACHIEVEMENTS INCLUDE:
- DEMONSTRATED THE ABILITY TO UNDERSTAND THE COMPLEXITIES OF SONAR EQUIPMENT, OPERATIONS AND EMPLOYMENT. HIS WATCHSTANDING ABILITY AND RELIABILITY IS IMPRESSIVE.
- AS THE SONAR DIVISION PUBLICATIONS PETTY OFFICER, HE DISPLAYED EXCELLENT ADMINISTRATIVE SKILLS BY INVENTORYING AND CATALOGING OVER 500 PUBLICATIONS. HIS DILIGENCE ENSURED THAT ALL CURRENT CHANGES WERE IN EFFECT AND ACCESSIBLE.
- DURING THE RECENT SELECTED RESTRICTED AVAILABILITY, HE DISPLAYED OUTSTANDING INITIATIVE BY LOCATING ZINC ANODES THROUGH A COMMERCIAL SOURCE IN TOWN, ENABLING THE SHIP TO RECEIVE THE MATERIAL WITHIN 24 HOURS VS THE SUPPLY RECEIVING DATE OF TWO TO FOUR MONTHS.
- THE BEST FATHOMETER OPERATOR ON THE SHIP SERVING AS THE MANEUVERING WATCH FATHOMETER OPERATOR.
- VOLUNTEERED TO BE THE SHIP'S ENGRAVER. HE PROVIDES OUTSTANDING, QUALITY WORK THAT IS NOTICED AND APPRECIATED BY ALL PERSONNEL.
- FLAWLESSLY PERFORMS IN ALL SECURITY RESPONSIBILITIES INVOLVING CLASSIFIED MATERIAL.
- SELECTED FOR ADVANCEMENT TO PETTY OFFICER SECOND CLASS.
